å¹³Peace-building, gender and development Cooperation period: June 2004 to June 2009. After the collapse of the Taliban regime, southwest Afghanistan is home to refugees who have returned from neighboring countries and internally displaced people who cannot return to their hometowns. Many of them suffered from long-term drought and had no countermeasures, making it difficult for them to resettle. The administrative capacity of the country's government is weak, and while people are often changing jobs due to limited employment opportunities, support from the international community has been biased toward emergency humanitarian aid, with almost no support for self-reliant development. This cooperation supported the capacity building of people engaged in sustainable community development activities in and around Kandahar City in order to support the transition from emergency aid to development cooperation.
