Redco Development has proposed a three-building, mixed-use development at 156 and 164 California Avenue in Palo Alto, including a 17-story tower, a 7-story building, and an 11-story building. The project includes 382 housing units, preservation of Mollie Stone's Market on the ground floor, over 18,000 square feet of retail space, 290 vehicle parking spaces, and 400 bicycle spots. The project is submitted under the state's "builder's remedy" provision allowing bypass of local zoning restrictions due to the city's lack of an approved Housing Element at the time of application. The developer is seeking an exemption from the California Environmental Quality Act (CEQA) to speed up the approval process, which has led to disputes with the city.
