Economic/Social Impact of the Project Introduction- 100 MW Tidong I Hydro Electric Project [ HEP] is a run of the river scheme on Tidong Khad, a tributary of river Satluj, located in Kinnaur District of Himachal Pradesh. The project has been allotted to M/s NSL Renewable Power Private Limited [NRPPL] and is being built by its fully owned subsidiary M/s NSL Tidong Power Generation Pvt Ltd, on Built, Operate and Transfer [BOT] basis as a PPP Project for the Government of Himachal Pradesh. Project site falls in 3 Villages namely Lamber, Ruwang and Lizang under Moorang Tehsil of Kinnaur District. The total land required by the project is 42.2557 ha, including 39.0546 ha of forest land and 3.2011 ha of private land. The project will have 2 x 50 MW Vertical Shaft Pelton turbines. The annual energy generation from this project is estimated to be 541.70 MUs in a 90percentage dependable year. Statutory Clearances- All the necessary Environmental and Forest Clearances for the Main Project are obtained from MoEF, Govt of India and the private land has been acquired for the project under Land Acquisition Act, 1894. After obtaining all statutory clearances, the project construction works started in 2009 and the project is scheduled to commission on 31st July 2016. Given the current progress of the works, the project is expected to be commissioned by Dec 2015. Transmission Lines- As part of the evacuation arrangement, 16.5 km transmission line of 220kV DC capacity is envisaged for evacuation of power from Tidong I HEP to the nearest connecting point at existing Kashang-Bhabah 220 kV DC line. The construction of this line was originally in the scope of Himachal Pradesh Power Tranmission Corporation Limited [HPPTCL] but due to delays in their implementation, M/s Tidong Power Generation Pvt Ltd had taken it into its scope. Project Cost- The estimated cost of the project in the year 2009 at the time of obtaining project approvals is Rs 648 Crores. The financial closure was achieved on 2nd Dec 2010. However due to delays in obtaining approvals for the forest clearance for the transmission lines, the project cost got escalated to Rs 1113 Crores. The financial closure for the cost over runs is in process and expected to be completed by 15th October 2014. There has been substantial delay in sanctioning the loans for the cost over-run funding by existing lenders. This has led to delay in the project implementation due to lack of adequate funding. Still the sanctions are pending with banks/financial institutions.
