The project consists of three different parts (activities) related to the SNA/ESA update process. Activity 1 – Valuation of imports and exports (GN G.1) In 2017 a grants project were carried out to improve the methods for revaluating Intrastat to statistical values (and Extrastat to Inovice Values). Our experience of implementing invoice values in National Accounts and working with the customs data to make this re-valuation could contribute in the work on testing the guidance note for this globalization activity. Activity 2 – Emission permits (GN EA.07) The current guidance on emission permits does not allow for the recording of sales and purchases abroad. Countries like Sweden have a net sale and this is revenue to corporations that need a proper recording. The clearing between states of these transactions also needs to be recorded in good order. Secondly, the ETS includes permits distributed for free mainly to corporations facing international competition. In case sales of permits still will be recorded as taxes there is a need at least within the ESS to record the free permits as part of a subsidy and tax scheme along the same lines as electricity certificates are recorded in relevant cases (incl. UK and Sweden). Finally, the emission permits are part of other taxes and subsidies on production and as such influence the operating surplus in national accounts. Since operating surplus is recorded at the level of industries a proper breakdown by activity of the relevant units receiving permits for free and those cancelling permits against their emissions is needed. Activity 3 – Depletion of sub-soil resources (GN EA.01) The aim of this activity is to provide an aggregated estimate as well as to investigate in the possibilities to make estimates on the level of extraction sites or corporation. The possibility to make disaggregated estimates will be tested by using information for at least one corporation willing to provide data to the exercise.
