Description | The auction of transmission facilities aims to grant public electricity transmission services for the construction, operation and maintenance of transmission facilities that will form part of the Basic Network of the National Interconnected System. Recommended for qualification through CPPI Resolution nº 274/2021, of 06/21/2023, and qualified through Decree nº 11,581, of 06/27/2023, Transmission Auction nº 2/2023 will include 4,471 km of new transmission lines transmission, 9,840 MVA in transformation capacity, distributed in 3 lots. Investments of around R$ 21.7 billion are estimated and the generation of 37 thousand direct jobs, distributed across 5 States of the Federation. Public Consultation No. 008/2023 was opened for the period from 03/17/2023 to 05/02/2023. In it, subsidies and additional information were collected to improve the notice proposal. On 08/1/2023 the process was sent for analysis by the TCU. On 11/09/2023, the Notice was published in the Official Gazette of the Union. Transmission Auction No. 2/2023 was held on 12/15/2023, at the B3 headquarters, in São Paulo, and had three lots negotiated. The average discount for the event was 40.85%, which represents savings for the end consumer of around R$37.9 billion. The auction began with the bidding for Lot 1, won by State Grid Brazil Holding S.A. The offer presented was in the amount of R$ 1,936,529,074.68, representing a discount of 39.90% in relation to the expected Annual Allowed Revenue (RAP). by the Agency in the amount of R$3.2 billion. The lot draws attention because it is the largest ever announced in terms of investment forecast, with an expected value of R$18.1 billion. The projects that make up Lot 2 were purchased by the Olympus XVI Consortium, composed of Alupar Investimentos S.A and Mercury Investimentos S.A. The value offered by the company was R$ 239,500,000.00, representing an average discount of 47.01% in relation to the Initial Permitted Annual Revenue (RAP) established by the Agency of R$451.9 million. The estimated investment of the lot is R$2.6 billion. The last lot, Lot 3, with an estimated investment of R$1.0 billion, was purchased by Celeo Redes Brasil S.A. The proponent presented an offer of R$101,200,000.00, representing a discount of 42.39% in relation to Revenue Annual Allowance expected to be worth R$ 175.7 million.
