Description

The overall objective is to protect financial interests of the Union against fraud, smuggling and other illegal activities by strengthening operational and technical capacity of National Customs Board and facilitating information exchange with other law enforcement authorities and customs authorities of the Baltic States. The project is the 2nd stage of the modernization of the Automated Number Plate Recognition System (ANPRS), which includes development, supply and installation of the ANPRS local solution at the external customs control points (CCPs) - Grebņeva, Pāternieki, Silene, Vientuļi, CCPs of Ventspils and Liepāja ports and Riga Freeport CCP as well as Kaplava, Meikšāni and Pededze border crossing points (BCPs). By replacing unused and technically obsolete ANPRS equipment with updated equipment of appropriate functionality and image capture quality as well as installing the system at the CCPs that do not currently have it, therefore, it will be possible to restore the quality and reliability of ANPRS data, which is an effective tool for combating the shadow economy. The project will ensure protection of the society, facilitate fair competition, develop balanced and competitive business environment and promote legitimate trade through targeted customs controls to reduce the circulation of goods harmful to the public and the environment and to combat smuggling of goods more effectively. To achieve the best outcome of ANPRS modernization and raise the competence of personnel working with equipment, specialized training for customs officials for effective use of ANPRS data will be provided. To achieve the best outcome of ANPRS modernization and raise the competence of personnel working with equipment, specialized training for 20 customs officials and 6 IT specialists for effective use of ANPRS data will be provided.
