4 Partial Schools Roof Replacements

This project consists of roof retrofit work required immediately at the Provincially owned LM Montgomery, East Wiltshire, ME Callaghan and Somerset Elementary to ensure a tight building envelope and protect these aging existing assets. This project is targeted at the priority roof areas that have failed and require immediate attention. The total area of roof repair is approximately 37,880 SF ($630,000). This area is broken down by each school as follows: LM Montgomery (11,500 SF, $180,000), East Wiltshire (7,640 SF, $130,000), ME Callaghan (6,240 SF, $120,000), Somerset Elementary (12,500 SF, $200,000). The Province of PEI endeavors to increase roof insulation where practical on all school roofing projects to R40, in line with NECB 2017. The new roofing system will be of conventional modified bitumen construction allowing for increased insulation. This project will have direct impacts on improving the energy efficiency of all four schools by lowering heating and cooling costs with tighter building envelopes. All of these roof areas identified are over 30 years old and at the end of their useful life. They are all Inverted Roofing Membrane Assembly ballasted type roofs that provide ample environmental protection but are notoriously difficult from a facilities maintenance perspective to source leaks. While recurring maintenance programs have extended the life of these assets it is time for replacement as they leak frequently and the effectiveness of the minimal insulation is suspect. This project will further promote the economic recovery plan by spurring construction in rural PEI.
