Description	Test a scalable, outcomes-based contracting mechanism to increase formal connections to sewage systems. This mechanism will be scaled through an IDB loan to INAPA (DR´s water and sanitation authority) aimed to increase the access of vulnerable population to sewage systems in coastal areas.
