A Norwegian EDIH on Artificial Intelligence

Since November 2022 Nemonoor has operated as Norway’s European Digital Innovation Hub (EDIH) for Artificial Intelligence, fulfilling the DIGITAL Europe Work Programme aim of accelerating the uptake of advanced digital technologies by SMEs and public bodies. Phase 1 produced nationwide impact: conducting basic and advanced level courses on data driven innovation, trustworthy AI and cyber security; utilise the Digital Maturity Assessments to deliver step wise transformation roadmaps; and undertake “test before invest” studies that prove the value of AI solutions in agri food tech, manufacturing, health, smart community and energy. These results were achieved by an equal consortium that blends leading research institutes and universities (SINTEF, IFE, NTNU, UiO/NORA) with national cluster and innovation actors (Digital Norway, ÅKP, Smart Innovation Norway, Klosser Innovation). Their complementary expertise and nationwide reach ensure that services—from awareness raising to prototyping and investment facilitation—are available in every Norwegian region, including the High North. During 2026 2028 Nemonoor2 will: Upgrade the AI Helpdesk into Norway’s front line advisory service on the AI Act, data governance and sustainability; Extend test before invest facilities to generative and analytical AI and add cyber risk assessments; Expand the training ladder to train professionals in generative AI, cyber security and AI assistants/agents; Deepen cooperation with the Digital Transformation Accelerator, other EDIHs, national catapult centres, TEFs and AI Factories to offer seamless cross border innovation support. The business model is secured. Alongside the requested 50 % DIGITAL Europe co funding, the Norwegian Government has confirmed NOK 9,5 million per year per EDIH (budget chapter 1542.70) for cluster management and subsidised SME services. SME co payments and partner in kind contributions guarantee Nemonoor2’s long term sustainability and impact.
