ABC Phnom Penh Biomass Plant

Angkor Bio Cogen (ABC) developed the 2MW biomass plant, next to the Angkor Kasekam Roongroeung Rice Mill, Kandal Province, Cambodia. The project was fed by rice husk. The plant was a captive plant, selling its output to the rice mill. Initially, this was to be 380kW but with expanded production, the remainder was to be used as well. Total output is expected to be 15,840 MWh annually, of which 15% is to be used internally. The remainder, 13,464 MWh is expected to be sold to the grid. The project holds a PPA with the Angkor Rice Mill, which in turn is to sell small amounts of surplus electricity to neighboring factories and communities. Expected project life was 21 years. Expected commissioning was April 2007. The plant was confirmed as operational in July 2011 via a posted youtube video, but exact commissioning date is uncertain. Total plant cost was EUR 4,76 million (US$ 6.33 million). The project was expected to have a 50/50 debt to equity ratio.
