In April 2010, the Spanish company Abengoa was awarded the contract to build and operate a 872-km transmission line connecting CHILCA – MARCONA - MONTALVO. Five competitive bidders made offers for the project: Transcobel, Interconexion Electrica (ISA), Korean Electric Power Corporation, Asa Iberoamerica (Abengoa) and Alupar Investimentos. The bidding criteria was the lowest cost of service. The sponsor signed a 30-year concession contract in June 2012, and created the special purpose company Abengoa Transmision Sur S.A. – ATS to manage the project. The sponsor committed to invest US$ 480 million in the project. Construction works commenced in April 2010 and were concluded in November 2013. Commercial operations began in February 2014. In May 2014, ATS issued US$ 432 million in bonds to refinance the project.
