ABN-PROGRAMME DE LUTTE CONTRE L'ENSABLEMENT

The Program to combat sand encroachment in the Niger River Basin (PLCE / ABN) is justified by the political will of the NBA Member States to provide a regional response to one of the serious problems in terms of safeguarding, protection and sustainable development of the resources of the Niger Basin. Thus conceived, the first phase of the PLCE / ABN for a period of five (5) years must respond to the urgency to undertake major actions to fight effectively and sustainably against silting in the area most affected by silting, namely the Sahelo-Saharan triangle located in the middle Niger basin including the Niger loop in Mali, the north-east of the basin in Burkina Faso and the right bank of the river in Niger upstream from Niamey, and the need to support and strengthen the structures of the NBA at regional and national levels. The main challenge expected from this program is to halt or even reduce the phenomenon of silting and water erosion at the scale of the basin through the realization of coordinated and concerted actions of the various member countries of the NBA while strengthening the capacities of the NBA and its member countries and providing them with tools for designing and planning actions to protect against water erosion and fight against silting. To meet this challenge, the actions of the program will have to contribute: (i) strengthening the sub regional and national institutional capacities of the ANB and its Member States with a view to concerted management of the shared resources of the basin, (ii) mitigating the effects of desertification and slowing the process of silting in the Niger basin, (iii) support to NBA Member States to implement their national programs to combat silting and water and wind erosion, and (iv) strengthening the membership and involvement of local populations in the implementation of the Program.
