Aboitiz Power, through its subsidiary Hedcor, was planning the expansion of the 42.5MW Sibulan hydropower plant (#3816), with 13.6 MW by constructing the 6.6MW Tudaya-1 and 7.0MW Tudaya 2 small hydropower plants. The projects were expected for commissioning in December 2012, although other sources claim Q1 2014. Construction started in July 2012. Tudaya 2, a run-of-river, plant, was expected to be completed in 2014. Construction started in August 2012. Total output was to be 76GWh annually. Output was to be supplied to the Davao del Sur Electric Cooperative, and the electric utility Davao Light and Power Company, a unit of Aboitiz. Total cost was estimated at P1.8 billion (US$42.4 million) for the Tudaya -2.
