The proposed ABLE Botswana (Access and Better Learning for Everyone) project will support the Government of Botswana (GoB) to improve access to quality preprimary and secondary education. To achieve this objective, four components are envisaged: Component 1. Expanding access to education opportunities. 24. Given Botswana’s near-universal primary enrollment rates and high participation and graduation rates in junior secondary, this component will expand educational opportunities at both ends of the basic education system—by increasing access to preprimary and senior secondary schooling. The component will support the development of related strategy documents, through stakeholder engagement, to strengthen system-level planning and sustainability, while also financing targeted activities that support their implementation. Component 2. Enhancing the learning environment. 27. This component will improve the learning environment at both ends of the system—reception classrooms and secondary schools—by addressing deteriorating physical infrastructure and critical shortages of teaching and learning resources in existing facilities, while ensuring that newly constructed or expanded facilities are adequately resourced. Two subcomponents are envisaged.Component 3. Strengthening capacity for education service delivery. This component will strengthen two core enablers of quality education: (a) teacher preparation and development (focused on preprimary and secondary education) and policies governing the teaching workforce; and (b) the student learning assessment system. Component 4: Project Management and Implementation Support. This component will support the Ministry of Child Welfare and Basic Education's (MCWBE) Project Delivery Team (PDT) in coordinating the efficient implementation of project activities.
