In 1997, the municipal government of Palmira thorugh its Empresa de Acueducto y Alcantarillado granted to Acuaviva a 15 year lease contract to operate the water and sewerage services. Acuaviva was created as a mixed company of which the municipality owned 40% and private investors the remaining 60%. Lyonnaise Des Eaux, later known as SUEZ, was the largest private investor with 50% stake in Acuaviva. In 2002, Acuaviva reported 49,800 water connections and 49,300 sewerage connections obatining coverage ratios of 99.7% and 98.6% respectively. By 2005, the company reported 100% coverage in water and 98.7% in sewerage. In December 2012 the contract was extended for 6 additional months. In Feb 2013 a new SOE (a public services company according to the law), called EMPRESA DE ACUEDUCTO Y ALCANTARILLADO AGUAS DE PALMIRA S.A E.S.P, was established by the municipality to manage the water and sewerage services and prepare the new bidding process to select the new operator. The new operator was chosen in August 2013.
