In April 2004 the Columbian municipalities of Cerete, Sahagun, Cienaga de Oro, and San Carlos awarded a 20 year concession contract for their water and sewage provision to private consortium Uniaguas, previous known as Union Temporal ERAS. The contract covered a population of 200,000 people living in the four Cordoba department municipalities. Water coverage rates ranged between 50% and 90% in 2004. Union Temporal ERAS was a local consortium comprised of Centro Aguas, Obsa and Aguas del Norte, among others. The consortium obtained the concession following an open tender process where it made the sole bid. This was the second attempt by the government to attract a private operator. Estimates made in 2003 indicated ERAS would require some $30 million in investments. At the end of 2003 the Colombian central government committed to provide US$7.96 million in financial support to ERAS to make the utility more attractive to potential bidders. # connections unknown, estimate from population served: 200,000*.70/4
