In 1996, the municipality of Tunja, Columbia, awarded a 30 year concession contract to private operator SERA QA TUNJA E.S.P., S.A. for the town’s water and sewerage systems. The town of Tunja was the capital of the Boyaca department and had some 160,000 inhabitants. SERA served some 137,000 people in Tunja. In 1996 SERA QA TUNJA E.S.P., S.A. was a fully owned subsidiary of Spanish company Fomento de Construcciones y Contratas S.A. (FCC). SERA pledged to invest some $20 million in the town’s water infrastructure over the concession period. By 2005 the company was owned by Proactiva, a subsiary of FCC and Veolia During the first five years of the concession, company indicators improved: water supply coverage went up from 80% to 98% and sewerage coverage from 45% to 80%, and the average service hours during the day went up from 6 to 22 hours.
