Description | The National Revenue Administration is a specialized body responsible for collecting public revenues and protecting the financial interests of the Polish State and the EU. With both administrative and investigative authority, KAS faces growing challenges due to the increasing digitalization of economic crime. This project responds by introducing modern tools and strategic innovations to strengthen KAS’s ability to detect, investigate, and prevent financial crime. Key priorities include enhancing early-stage analytical and operational capacities to better identify and secure assets at risk of concealment. The growing digital footprint of online crime—through data such as geolocation, telecommunications, or social media—requires advanced forensic IT capabilities. The project equips KAS with tools for efficient data recovery from digital devices, aiding in evidence collection and network reconstruction. A central aim is to shift the operational focus from post-conviction enforcement to earlier intervention, such as audit planning and risk-based targeting. This proactive model supports better coordination of enforcement actions, increases the efficiency of investigations, and reduces the likelihood of asset dissipation. Asset recovery, particularly in cross-border and digital contexts, requires deep expertise, specialized tools, and institutional cooperation. As such, the project emphasizes professionalization, training, and dedicated teams. The Revenue Administration Regional Office in Olsztyn plays a frontline role in implementing these innovations, focusing on risk assessment, transaction monitoring, audits, and international collaboration. Aligned with the EU Anti-Fraud Programme, the project supports digitalization, combats fraud and corruption, and strengthens cross-border cooperation. Key deliverables include enhanced digital investigation infrastructure, improved asset recovery, stronger interdepartmental coordination, and increased operational efficiency. |
