Adult Education Survey (AES) 2022- Statistical infrastructure under IESS

The main objective of the planned activities is to improve the design of the AES 2022 so that high-quality data in line with the legal requirements under the new IESS regulation can be collected. The costs for the regular work on AES 2022 do not need to be refunded and are, therefore, not included in this project. It concerns the following 3 activities: 1. Redesign of sample design This is primarily an expansion of the AES sample from the original target population (25 to 65 years) to make sure that all indicators can be delivered according to the precision requirements of the regulation. Second, the original target population must be expanded to include the 18 to 24 year-old and the 65 to 69-year-old persons. 2. Harmonisation AES and LFS questions on educational participation To better harmonise the two sources, the AES questionnaire should be better aligned with the LFS questionnaire. At the same time the output requirements for AES should be met. The Questionnaire/User lab will investigate the new questions by carrying out cognitive tests. 3. Questionnaire redesign: Optimisation for smartphone use The Dutch AES questionnaire use in the previous wave cannot face the challenges that surveys encounter in the decade to come. It should anticipate to the fact that respondents will be more and more invited to fill out the survey via internet, including the use of smartphones. The questionnaire will be redesigned to make it suitable for smartphone use. Results of this project are: an intermediate progress report, a test report describing the cognitive testing methodology, findings and recommendations, and a final methodological report, focusing on the activities and evaluation of the expected impact for the implementation of the AES 2022. In the Netherlands, the fieldwork for the AES 2022 is planned for the first quarter of 2023 (January-March)
