ContextMexico, an emerging economy, has a burgeoning modern industrial and service sector and is strongly geared towards the export market. However, in both quantitative and qualitative terms, the vocational training system is currently unable to meet the high and increasing demand for skilled labour arising from the country's dynamic economic growth. The Mexican Government is therefore reforming the education sector. Developing a demand-driven model of dual vocational training in Mexico, the Modelo Mexicano de Formación Dual (MMFD), is thus a top priority with a view to addressing the shortage of skilled workers and increasing the competitiveness of the economy. At the same time, this will improve the employment prospects of young people.ObjectiveThe strategic and regulatory basis of Mexico's dual vocational training model is developed. The organisation and management of the system are adapted. In selected disciplines, the quality of training and the performance capacity of persons working in the dual system are improved.ApproachGIZ is supporting the Mexican partners in the public and private sector, namely the Mexican Secretariat of Public Education (SEP) and the Employers' Confederation (COPARMEX), in refining the country's dual vocational training model. The project cooperates closely with the German Federal Institute for Vocational Education and Training (BIBB) and the German-Mexican Chamber of Commerce (CAMEXA).The project supports the political dialogue between the relevant actors and develops coordination structures and steering mechanisms by means of which the state and the business sector jointly shape and implement dual vocational training. It provides advice on the legal framework and on developing standards. In the process, it also builds green skills, in other words skills and professions related to the environment.The project strengthens the institutional capacity of the main actors of dual vocational training – the Secretariat of Public Education, the Employers' Confederation and the National College of Technical Professional Education (CONALEP) – and helps define organisational and technical responsibilities. It also promotes the establishment of research resources to design didactic models for in-company and school-based vocational training.The project helps to improve the performance capacity of all persons working in the dual system, for example by providing training and continuing professional development for relevant personnel such as in-company instructors and the teaching and management staff of vocational schools. This ensures the high quality of the training courses; at the same time, it increases the acceptance of dual vocational training by companies and Mexican society.The target groups of the project are youth and young adults at a technical high school run by CONALEP or other executing agencies. Around 1,100 young people, about a third of them girls, are currently enrolled in six different occupations and in 11 federal states under the Mexican dual vocational training system set up in 2013. The aim is to double the number of trainees across the country by 2019; the number of professions and of companies and schools involved is also to be increased.
