This project, which is being financed through the Africa Enterprise Fund, involves the privatization and reopening of a chick hatchery and feed facility on a 24 ha site in Yaounde. Annual production is expected to be at about 2.5 million day-old-chicks and 10,000 tons of feed. This is a category B project according to IFC''s environmental review procedure because specific impacts may result which can be avoided or mitigated by adhering to generally recognized performance standards, guidelines or design criteria. The following potential environmental, health and safety impacts of the project were analyzed: • effluent treatment and disposal; • solid waste disposal; • employee exposure to dust, heat, and noise; • machinery safeguards; and • fire prevention and emergency response.2. The sponsor has submitted a plan addressing each of the three key operations. These are the feed facility, hatchery, and the brooder. Key mitigation measures to be implemented for each operation are summarized below.3. Feed Facility:· electric supply conforms to all local and national safety norms and standards;· all machines are equipped with an emergency cut-off switch;· raw material storage basins are secured with safety rails and guards;· all staff are provided with dust masks and safety shoes;· ventilation ducts extract fugitive dusts to control plant ambient dust levels; and· solid waste generated is minimal, and mainly comprises fugitive feed material. Other waste generated is mainly used packaging material (including sacs, string, and labels), these are incinerated4. Hatchery:· employees are provided with dust masks to protect against airborne dust and feathers;· waste shells are incinerated on site;· wastewater generated at the hatchery is filtered and then channeled to a sump from where it is used as irrigation water. No drinking wells are located nearby, therefore problems of contamination of potable water are not anticipated; and· in order to maintain optimum temperatures, incubators will be chilled with a CFC-free ammonia based system.5. Brooder:· For hygienic and health reasons CAM maintains a system of separating the various structures and operations by requiring employees to wash and disinfect when moving between breeding, hatching and feed operations. Washing and changing facilities are provided at all facilities, including brooding operations;· solid waste generated is minimal as all droppings are composted for use as a fertilizer;· dead birds, and dead-in-shell chicks are incinerated; and· all liquid waste and washwaters are disposed of via the same system describe above for the hatchery.6. Based on it’s review of CAM’s management plan, IFC concludes that the proposed project is being designed to meet Government of Cameroon requirements, and World Bank policies, and environmental, health and safety guidelines. IFC will monitor ongoing compliance with World Bank policies and guidelines during the life of the project by evaluating monitoring reports submitted annually to IFC by the sponsor and by conducting periodic site reviews during project supervision.
