Environmental Review Summary (ERS)Project Name Ghana - NIIT Computer Training School Ltd.Region Sub-Saharan AfricaSector Education Project No. 10087 1. The project is to set up a computer training school in Accra, Ghana under a franchise arrangement with NIIT Limited of India, an internationally recognized and certified education unit which has been providing similar training courses since 1982. Courses will include basic computer skills, networking, system analysis and programming with Microsoft and Oracle.2. This is a category B project according to IFC’s environmental review procedure because specific impacts may result which can be avoided or mitigated by adhering to generally recognized performance standards, guidelines or design criteria. The review of this project consisted of the appraisal of technical and environmental information submitted by the project sponsor and subsequent verbal discussions. The key environmental, health and safety issues considered in this project include:· Site location;· CFC free equipment;· Waste management including office waste and sewage; and· Fire prevention, life safety and emergency response measures.The sponsor has presented plans to address these issues and demonstrate that the proposed project will comply with applicable governmental and World Bank Group requirements. The information provided about how specific impacts are addressed in the development of the project is summarized in the paragraphs that follow:3. The school is located on a 400m2 site, close to the ring road central, near Kwame Nkrumah circle and is reached by the service road parallel to the ring road. The site is self-contained, independent building with its own frontage and parking;4. Water and Power are supplied by the local authority and the fuel to be stored for the emergency generator of 40 KWA will be placed in retention.5. All air conditioning equipment will be CFC free.6. An average of 30kg of office paper waste is expected to be produced monthly and will be disposed off to the Accra landfill by the Accra Metropolitan Assemble (AMA).7. The building is equipped with a septic tank which will be regularly emptied by AMA, as needed.8. The company will conduct an independent fire audit to demonstrate that IFC guidelines will be met; this will constitute a conditon of disbursment. The sponsor is committed to follow all the recommendations made by the IFC team regarding fire and safety. Fire and life safety management will be regularly reviewed as part of the regular IFC supervison. 9. Local release of the ERS will take place through an announcement in the Ghanaian Times and the full document will be made available to the public at the main hall of the NITT center. 10. Based on its review of available information regarding potential environmental impacts and proposed mitigation measures, IFC concludes that the proposed project is being designed to meet Government of Ghana’s requirements, and World Bank Group policies, and environmental, health and safety guidelines.11. IFC will monitor Computer School''s ongoing compliance with World Bank Group policies and guidelines during the life of the project by evaluating monitoring reports submitted annually to IFC by the sponsor and by conducting periodic site reviews during project supervision.
