-2- ENVIRONMENTAL REVIEW SUMMARY (ERS)Project Name UGANDA: Executive Investments Ltd.Region Sub-Saharan AfricaSector Tourism Project No. 008726 March 4, 19981. This project which is being financed through the Africa Enterprise Fund involves the development of a seven floor apartment building for short term let. The building, which will be located in Kampala city center, will include shops, restaurants, underground parking, a health club, swimming pool, and tennis courts. Total project cost is estimated at US$2.5 million of which AEF has been approached to provide financing totaling US$1 million.2. This is a category B project according to IFC''s environmental review procedure because specific impacts may result which can be avoided or mitigated by adhering to generally recognized performance standards, guidelines or design criteria. The review of this project consisted of appraising technical and environmental information submitted by the project sponsor. The following key environmental, health and safety issues that were considered in this projects include:· land use;· sewage treatment\disposal;· liquid and solid waste disposal;· construction materials supply;· power and water supply;· CFCs;· fire safety measures; and · employee training and general safety.The information about how these potential impacts are addressed in the development of the proposed project is summarized in the paragraphs that follow.3. The property was vacant at the time it was purchased from the Kampala City Council. Previously it was a residential area occupied by army personnel. Past land use is therefore not an issue.4. The site is connected to Kampala’s central infrastructure services. Sewage and liquid waste from all point sources (including kitchens and laundry operations) will be disposed of through the Municipal Sewer System. The sponsor confirms that no dry cleaning will occur on site. Power and water will be supplied from the national/local system. Any electrical equipment or transformers owned and operated by the sponsor will be PCB-free. Fuel storage associated with backup will be provided with secondary containment as required by World Bank guidelines. Solid waste from all point sources will be placed in containers and will be collected by city authorities and disposed of at the appropriate council sites.5. All cold storage and air conditioning systems will be CFC-free. Key employees will receive training from the Kampala City Council on fire safety, first aid, and general emergencies6. The sponsor is committed to designing and building all structures to ensure compliance with World Bank fire safety guidelines. The fire safety firm of Mather&Platt (K) Ltd. have been retained by the sponsor. As a condition of first disbursement of IFC’s loan, the sponsor will submit written certification from Mather&Platt stating that all project structures (including the apartment building, car park, health club etc.) have been designed to comply with World Bank guidelines for fire prevention and life safety.7. Building materials for the hotel will be purchased from local suppliers or imported from Kenya. The sponsor will manufacture their own cement blocks by purchasing waste from an existing private quarry.8. Based on its review of available information regarding potential environmental impacts and proposed mitigation measures, IFC concludes that proposed project is being designed to meet the Government of Uganda’s requirements, and World Bank policies and environmental, health and safety guidelines.9. IFC will monitor Executive Investment’s ongoing compliance with World Bank policies and guidelines during the life of the project by evaluating monitoring reports submitted annually to IFC by the sponsor and by conducting periodic site reviews during project supervision.AEF\UGANDA\EXECUTIVE.ERS
