Description | Environmental Review Summary (ERS)Project Name AEF-TANZANIA: Maji Masafi Ltd.Region Sub-Saharan Africa Sector Food and Beverage ProcessingProject No. 008616 November 6, 19971. This project involves the expansion of a packaged juice mixing and packing plant located in Dar-es-Salaam. The juice, intended for local consumption, is made from imported flavourings; these are mixed with sugar and water and packaged in imported cups. Total project cost is estimated at about 2.5 million of which AEF has been approached to provide a loan of US$ 1 million.2. This is a category B project according to IFC’s environmental review procedure because specific impacts may result which can be avoided or mitigated by adhering to generally recognized performance standards, guidelines or design criteria. The review of this project consisted of the appraisal of technical and environmental information submitted by the project sponsor and completed by IFC’s Environment Department staff. The key environmental, health and safety issues considered in this project include:· water supply sustainability and impacts on other users;· water quality monitoring/testing;· liquid and solid waste disposal;· power supply source;· plant hygiene;· employee training and safety; and· general housekeeping and fire protection.The sponsor has presented information to address these issues and demonstrate that the proposed project will comply with applicable governmental and World Bank requirements. The information provided about how these potential impacts are addressed in the development of the project is summarized in the paragraphs that follow.3. Piped water is purchased from the respective local supply authority. Increased demand due to plant expansion will raise daily consumption to 200 cubic meters. The supplier has indicated that increased demand can be met without adverse impacts on water reserves, supply to other users, or compromising the sustainability of the supply. If reserves or the sustainability of the supply source proves to be an issue in the future, the sponsor will seek alternative sustainable supply sources (e.g. borehole on site). The supplier as well as the sponsor currently monitor water quality ensure adequate treatment. Current on site treatment includes chlorination, filtration and uv irriadiation.4. The plant generates minimal liquid and solid waste as the process involves minimal inputs: water, flavour concentrate, sugar, packaging, and cups. Washwater and excess water is disposed to a soakaway, and undergoes pH balancing prior to discharge. The BOD and suspended solid content of effluent is minimal. Solid waste generated from plastic cup manufacturing is fed back into the extruder for reuse in cup and shipment tray manufacturing. The only solid wastes requiring disposal offsite are packaging materials, such as boxes. This will be recycled locally and/or disposed of at approved municipal sites.5. Plant hygiene is maintained through regular sterilization using approved food grade chemicals. The sponsor is also evaluating the possibility of steam sterilization. The sponsors will establish a written hygiene and safety training schedule for induction of new employees; and a training supervisor will be hired. Plant housekeeping is maintained through regular cleaning procedures, a well lit plant floor, and sanitization. These procedures are overseen by the quality control and production supervisors. Fire safety equipment, including hose reels, training, and evacuation procedures are provided and include in the plant.6. IFC will ensure ongoing compliance with World Bank environmental, health and safety policies and guidelines during the life of the project by evaluating monitoring reports submitted annually to IFC by Maji Masafi Ltd. and by conducting periodic supervisions.7. Based on its review of available information regarding potential environmental impacts and proposed mitigation measures, IFC concludes that the proposed project is being designed to meet Government of Tanzania requirements, and World Bank policies, and environmental, health and safety guidelines.LB\AEF\TANZANIA\MAJI.ERS |
