This project involves the diversification of an existing coffee trading operation into the milling of parchment coffee and subsequent production of clean coffee. The project is located in Moshi, in the main coffee growing region of the country. Coffee is processed by dry methods; there are no liquid process effluents. Incoming coffee is stored, then carried by bucket elevators to a pre-cleaner and a destoner where dust and heavy materials, respectively, are removed. From the destoner, the coffee is hulled, polished and graded before being bagged for shipment.2. This is a category B project according to AEF''s environmental review procedure because specific impacts may result which can be avoided or mitigated by adhering to generally recognized performance standards, guidelines or design criteria. The review of this project consisted of appraising technical and environmental information submitted by the project sponsor, and the technical appraisal and site review completed by IFC’s Technical and Environment Department staff. The following potential environmental, health and safety impacts of the project were analyzed:· solid waste disposal;· dust emissions;· employee safety and training; and· fire protection and general housekeeping.The company’s environmental, health and safety management plan addresses these potential impacts, as summarized in the paragraphs that follow.3. The main solid matter resulting from coffee processing is coffee husk that is removed by the hulling machine. Blowers are used to pneumatically transport husks to a collection area. Husk is currently disposed of by landfilling. The company is considering the installation of an incinerator to burn the husks, and alternatively, is researching potential recycling of the husks as cattle feed, in brick making, as briquettes for use as solid fuel, and use in the manufacture of hardboard.4. Work areas in the factory are ventilated by extraction fans around the perimeter walls. Dust generated by the pre-cleaner and at storage silos is removed and sent to a cyclone system. Dust captured by the cyclones is disposed of as solid waste.5. All employees are provided with personal protective equipment such as hearing protection, dust masks, boots and gloves. The government Regional Labor Officer conducted a seminar on safety to all factory workers, which included first aid treatment, electric shock prevention, and general industrial safety. Pamphlets and other materials are available in the factory which depict the various safety measures to be taken in the event of an accident.6. Eight fire extinguishers are installed within the factory, and all workers have been trained in their use. All electrical installation was performed by a registered electrical engineer to ensure compliance with all safety regulations. Housekeeping in the factory is maintained by two employees who were engaged solely for cleaning purposes.7 Based on its review of available information regarding potential environmental impacts and proposed mitigation measures, IFC concludes that the proposed project is being designed to meet Government of Tanzania requirements, and World Bank policies, and environmental, health and safety guidelines.8. IFC will monitor Milcafe’s ongoing compliance with World Bank policies and guidelines during the life of the project by evaluating monitoring reports submitted annually to IFC by the sponsor and by conducting periodic site reviews during project supervision.L:\WPEU\KITT\MILCAFE.ERSApril 1, 1996 1:43 PM
