The project is to expand the transportation services offered by Tanganyika Bus Service (TBS) through the acquisition of eight Isuzu 60 seater buses. The new buses will be used on longer routes where passengers prefer bigger buses, and will ease the current shortage of adequate reliable transportation in northwest Tanzania. TBS’s existing fleet comprises forty sixty seater buses and twenty-five 30 seater buses. The twenty-five smaller buses were purchased in part with a loan from AEF in 1994, to serve lower traffic destinations and provide more frequent service.2. This is a category B project according to IFC''s environmental review procedure because specific impacts may result which can be avoided or mitigated by adhering to generally recognized performance standards, guidelines or design criteria. The review of this project consisted of appraising technical and environmental information submitted by the project sponsor, and the technical appraisal and site review completed by IFC’s Technical and Environment Department staff. The following potential environmental, health and safety impacts of the project were analyzed:· vehicle maintenance program;· disposal and recycling of used fluids and oils;· oil/fuel storage and spill prevention;· vehicle safety, driver training programs and fire safety measures.The information provided about how these potential impacts are addressed in the development of the proposed project is summarized in the paragraphs that follow.3. TBS’s in-house workshops are used for performing the maintenance and repairs of its vehicles. The company’s vehicles are subject to a complete check-up prior to and following each daily trip, including such items as tire pressure and condition, lubricant levels, and mechanical and body integrity (bolt tightness, etc.). Waste engine and differential oils are collected in underground tanks and sold locally for reuse and recycling. Oil is also separated from yard drainage, prior to discharge to the municipal sewage system. Other solid waste and domestic trash is disposed of in accordance with local practices.4. The company has underground diesel fuel storage tanks with a capacity of 80,000 liters and gasoline storage tanks with a capacity of 4,500 liters. Tanks are equipped with metered pumps for inventory control. Use of a central fueling facility with modern equipment reduces the potential for spills during fuel handling.5. TBS’s preventative maintenance and driver training programs contribute to the safety of its transport operations. The company normally employs qualified drivers with a minimum of ten years experience. Driving records are verified with the aid of Government Traffic Officers. New drivers undergo on the job training programs, outside seminars, and short driving courses conducted by Dar es Salaam Chuo cha Usafirishaji in traffic controls and regulations. New drivers also operate under the assistance of the company’s Vehicle Inspectors for not less than two weeks to confirm their capabilities.6. Based on its review of available information regarding potential environmental impacts and proposed mitigation measures, IFC concludes that the proposed project is being designed to meet Government of Tanzania requirements, and World Bank policies, and environmental, health and safety guidelines.7.
