Description | KR Two Company Limited was planning the development of the 103.5MW West Huaybong 2 Wind Farm, Nakhon Ratchasima Province. The project was to generate 219.3 GWh annually with 45 turbines of 2.3MW. The turbines were to be supplied by Siemens Wind Power AS, incorporated in Denmark. The turbine used was the Siemens SWT-2.3 101. Aeolus Company is a wholly-owned subsidiary of Wind Energy Holding Company (WEH), from Thailand. Operational life of the project was 23 years. A PPA was signed with EGAT. The Huaybong 2 Wind Farm Power Project was awarded a non-firm power purchase agreement for small power producers from the Electricity Generating Authority of Thailand with 10-year subsidy of Bt3.50 per unit adder from the Power Department Fund Management Division, Office of the Energy Regulatory Commission. In April 2012, commissioning was expected for February 2013. The 65 km 115 kV transmission line connecting the project site to the EGAT Chai Ba Dan Substation will also be constructed. total project cost was estimated as THB 6.1 billion (USD 190 million) The project applied for UNFCCC/CDM financing (October 2011)and commissioning was expected for 2013. According to the Thai newspaper The ANtion, financial close was reached in November 2011. "According to the announcement from EGAT on 18 April 2007, the tariff for Non-firm SPP renewable energy projects consists of two components: (1) the TOU tariff (EP) which is based on the rate that EGAT sells power to the Provincial Electricity Authority (PEA) and Metropolitan Electricity Authority (MEA); and (2) the average Ft wholesale price calculated by the National Energy Policy Council. The EP TOU tariff has been fixed at 2.9278 Baht/kWh for on-peak and 1.1154 Baht/kWh off-peak since 2007 when it was published by the MEA until recently when it has been listed on the EGAT website (since January 2009). Escalation of the tariff is addressed through the Ft rate and, in accordance with the details above, the TOU tariff is not expected to change during the assessment" from CDM application. |
