AES CAWI Implementation in Austria

Statistics Austria is applying for the award of a grant in the topic “SMP-ESS-2021-AES-SURVEY-2022- H3-5699 – Adult Education Survey (AES) 2022 – Statistical infrastructure under IESS”. The aim of the present proposal is to facilitate the implementation of an additional survey mode “CAWI” (Computer Assisted Web Interviewing) according to an effective multi-mode data collection for AES in Austria. We want to follow a “mobile first” approach where we allow for all devices to enter and fill in our AES questionnaire with the aim of being most respondent-friendly and help response rates and interview quality and thus also gain in data collection efficiency. Survey questions and the changes to the data collection in general need to be thoroughly tested in this respect. In Austria the 2022 AES fieldwork will be conducted from October 2022 until the end of March 2023. The project is organised in one work package referring to “multi-mode data collection” and divided in four main project phases: (1) Re-wording phase: question wording appropriate for CAWI and adaptations, (2) Testing phase I: cognitive interviews (3) Testing phase II: pre-tests (CAWI/CAPI) including workflow testing, and (4) Finalisation phase: adaptions, analysis and finalisation of the survey instrument and documentation of the final changes. The final report – detailed methodological report which describes the activities and evaluates the expected impact of the work done under the action on the survey implementation will be transmitted at the end of the project.
