AES Kelanitissa Power Project

AES Corp. was awarded the contract to build, own, operate and transfer the 163-MW diesel fired combined cycle power plant. Sponsors of the project are AES Corp (75%) and Hayleys Group of Sri Lanka (25%). The facility will be transferred to the government at the end of the 20-year contract (the Ceylon Electricity Board will purchase power from the facility under a 20-year power purchase agreement). Full commercial operation was expected by 2002/2003. The project consists of three turbines. Turbine 1 is a GEPG9171E gas turbine (115MW). Turbine 2 is a 55 MW steam turbine (from Bharat Heavy Electricals). Turbine 3 is a LTC heat recovery steam turbine (Larsen & Toubro-designed and Doosan Babcock manufactured). The construction was done by Larsen & Toubro. Due to a fire, the project was shut down between 2004 and 2005. The project has a total cost of US$ 104 million, of which US$26 million will be financed with the sponsor equity. In Dec. 2000, the ADB approved a financing package to AES Kelantissa totaling US$78 million (US$26 million direct loan and US$52 million syndication with government guarantee).
