Description | The proposed US$91 million second additional financing to the project will increase the amount of the financing allocated to theUkraine Emergency COVID-19 Response and Vaccination project to US$331. The project supports preparation and implementation of theCOVID-19 vaccination campaign, vaccine procurement costs, deployment of COVID-19 vaccines to eligible groups of the population, andsupport concurrent activities to strengthen the COVID-19 response. To effectively prepare and support the country in COVID-19vaccine roll-out, the project invests in the procurement of COVID-19 vaccines and logistics, helps set up the cold chain,information, and waste management system at national, regional, and facility levels, and support service delivery by reimbursingcosts associated with the delivery of COVID-19 vaccination. Concurrently, the project supports activities to further expandCOVID-19 testing capacity. Together, these investments will increase the capacity of the Ukrainian government to prevent newCOVID-19 cases and reduce COVID-19 related complications, respond to the pandemic (as well as prepare for future pandemics), and,ultimately, decrease COVID19-related morbidity and mortality in the country. Activities supported by the project will beorganized into 2 components: Component 1 Strengthen public health system for COVID-19 response (US$301 million). This componentsupports the procurements necessary to achieve the PDO and PDO indicators. Specifically, it covers COVID-19 vaccine procurement forat least 14 million people and procurement of goods to prepare health system for COVID-19 vaccination deployment (cold chain,storage, logistics, waste management), supports elements of the vaccination campaign, development, and essential vaccine managementinformation systems. It also supports activities to further expand COVID-19 testing capacity. Component 2 COVID-19 vaccinationdeployment (US$30 million). This component finances payments to providers for completion of COVID-19 vaccination for individuals ofpriority populations and is organized as reimbursement for agreed performance-based conditions (PBCs). The Government of Ukrainefinances the delivery of COVID-19 vaccines to the eligible population by introducing a separate package into the Program of MedicalGuarantees (PMG) administered by the National Health Service of Ukraine (NHSU). Based on compliance with agreed requirementsendorsed by the MoH and set up in NHSU contracts, public providers are contracted by NHSU for the provision of COVID-19 vaccinationto target groups and are paid agreed fees. |
