The project supports the African Legal Support Facility (ALSF) in advising African states on legal processes and legal issues relating to private sector contracts and contract negotiations in the raw materials sector, infrastructure projects and national debt. The cooperation with the ALSF complements the G7 CONNEX initiative supported by Germany. The aim of the FC measure is to increase the financial and non-financial benefits for African states in negotiations on complex, commercial transactions and to improve the involvement of African experts (outcome). The overarching development policy objective is to contribute to improved sustainable economic and inclusive growth in Africa (impact). The primary target group of the FC measure are governments of African states, which receive assistance on legal issues and thus become equal partners in contract negotiations and legal disputes with private companies. In addition, government employees and legal experts from African partner states who receive further training through the ALSF benefit. Ultimately, the population of the countries involved benefits from more transparent contracts that stipulate higher revenues and better standards in environmental and social issues. The recipient and project sponsor is the African Legal Support Facility (ALSF). The financial contribution from FC is intended to help support the business activities of ALSF as a whole. In the coming years, a surplus of requests to ALSF is to be expected. The medium-term funding requirement estimated by ALSF (2018-2022) is around USD 123.0 million. From today's perspective, there is an uncovered financing requirement of around USD 93.0 million up to and including 2022 (USD 11.0 million for 2019), of which USD 4.7 million (EUR 4.0 million) will be covered by an FC grant.
