The Agricultural Policy and Capacity Building aims at introducing improved institutional and policy arrangements for the sustainable and efficient management, financing, and delivery of public and private agricultural services. There are four main project components. First, the sector strategy and management component will strengthen analytical capacity for essential policy analysis, build skills and technical expertise in sectoral planning, develop a monitoring and evaluation system, and introduce a management information system. Second, the agricultural support services component will address the core functions of the Ministry of Agriculture. It will increase the effectiveness of the agricultural service delivery system in all 10 districts in Lesotho. Third, the land management and administration component will facilitate land policy review, legal and administrative reforms, and institutional strengthening. Fourth, the change process management component will focus on institutional reforms and developing related policies and systems.
