Description

In May 2014, the Moroccan National Electricity and Drinking Water Office (ONEE) awarded the BOT concession for the Adagir Water Desalination project to Spain’s Abengoa. The project included construction of a desalination plant based on reverse osmosis to provide 100,000 cubic meters of drinking water per day to the region of Greater Agadir and its management for 20 years. Construction is expected to last 24 months with a provision to extend the period by six months if necessary. The PPP is backed by availability payments provided by ONEE. The BOT contract and the financing were both signed on May 30. The total cost of the project is estimated at US$ 114 million. Local Morrocan bank BMCE is the sole lender on the USD 85.93 construction financing, which has a tenor of 18 years. The sponsors, Abengoa and investment fund InfraMaroc provided the remaining funding as equity. InfraMaroc is a sister fund of InfraMed, an investment company sponsored by France’s CDC, Italy’s CDP, the EIB, Morocco’s Caisse de Dépôt et de Gestion and MENA-focused EFG-Hermes.
