The objective of the Agriculture Development Program Support Project (ADP-SP) for Malawi is to improve the effectiveness of investments aimed at food security and sustainable agricultural growth. There are three components to the project. The first component is the institutional development and capacity building in preparation of a Sector Wide Approach (SWAp) in agriculture. The objective of this component is the capacity building for improved agricultural sector planning and investment management, the essence of the ADP is to harmonize government and donor investments in support of a medium term investment strategy for agricultural food security and growth. The project will help the Ministry of Agriculture and Food Security (MoAFS) builds on the results of these initiatives by providing formal and informal training, technical assistance, equipment, and a strategic planning framework through annual work plans and budgets, with enhanced monitoring and evaluation, financial management and procurement and human resources planning and management capabilities. The second component is the sustainable food security. The objective of this component is a sustainable improvement of national and household food security. The underlying work plan will support the implementation of three priority agendas outlined in the ADP investment framework that relate to the enhancement of food security-maize productivity growth, sustainable land management, and the development of national capacity for market based risk management. This effort will strengthen the development of the SWAP in two ways. First, the work plan offers early and significant gains from the national investment effort. Second, this component builds on the interests expressed by several donors to coordinate their investments in these areas. Finally, the third component is the project coordination. The objective of this component is to manage and use resources in accordance with the project's objectives and procedures. There will be no separate project implementation or decision making entities, ADP-SP will use MoAFS and ADP structures. The ADP Executive Management Committee (EMC) will act as ADP-SP steering committee and will have overall oversight and decision making responsibility for the ADP-SP, including formal approval of work plans and budgets and review of quarterly and annual reports.
