The Agricultural Research and Extension Project for Peru aims at contributing to the expansion, strengthening, and institutional development of the rural agricultural technology and innovation system so it is pluralistic, decentralized, demand driven, and led by the private sector. The project has the following four components: Component 1) will advance the development of a decentralized market for professional services for agricultural innovation. It will strengthen producer organizations as beneficiaries of quality services, and improve entrepreneurial capacity of private service providers. Component 2) will strengthen agricultural research and technological development for innovation in strategic areas of national importance, and to strengthen institutional and professional competence. Component 3) will develop the institutional capacity of the public sector to formulate and implement agricultural innovation policy in conjunction with the private sector, and regulate the quality of the National Agricultural Innovation System (NAIS). Component 4) will finance the present Research and Extension Project for Innovation and Competitiveness in Peruvian Agriculture (INCAGRO)-Project Management Unit (PMU), which would continue to be the implementing agency for Phase II.
