Description | Agua Prieta was a wastewater treatment project in Guadalajara City. The project company (Renova Atlatec S.A. de C.V.) was selected by the Water Commission of the State of Jalisco (CEA) to provide 20 years of wastewater treatment service by the construction and operation of a treatment plant with a capacity of 734,400 tons/day (the largest in Mexico at the time it was built). The contract was awarded through a national public bidding process. ICA- though its subsidiary Conoisa- together with Mitsui & Co - through its consolidated subsidiaries Atlatec and SAT - were the project sponsors. The consortium was led by Conoisa. Mitsui's two consolidated subsidiaries, Atlatec, a water/wastewater treatment engineering and construction company located in Mexico, which was acquired by Mitsui in July 2008, and SAT (Servicios de Agua Tridente), an investment firm in Mexico wholly owned by Mitsui USA, invested in 50 per cent of the total shares of the project company. The corporate group of ICA, the largest construction firm in Mexico at the time, invested in the remaining 50 per cent of the shares.The project company included: Atlatec - 34 per cent SAT - 16 per cent ICA (Conoisa) - 50 per cent The contract was a Greenfield BOT. The sponsor obligations included partial financing, design, build, equipment supply, start up and 20 years operation and maintenance. The construction period was 33 months and the operation phase was 207 months. Start of operation was scheduled for October 2013, but not evidence of project operation as of November 2013. The cost of the plant's construction was 2.61bn pesos (US$193 mn), of which 948mn pesos (US$ 70 mn) were contributed by the federal government via Conagua (through FONADIN). The rest was provided through project company capital and commercial debt. Mitsui, together with Atlatec and SAT, was expected to meet almost the entire demand for household wastewater treatment in the metropolitan area of Guadalajara City by executing this project and the El Ahogado wastewater treatment BOT project (a capacity of 194,400 tons/day), which was executed by Atlatec and SAT pursuant to the agreement with CEA dated 10 December 2008.
