In 1997 the municipal government of the city of Campana in the Province of Buenos Aires carried a public tender to award a concession contract of the water and sewer services. An Argentine consortium formed by Contreras Hermanos S.A. and ESUCO S.A. won the concession and signed the concession contract on February 1998. The consortium has the technical support of the Berliner Wasser Betriebe (one of the largest water supply and sewerage companies in Germany) and Lahmeyer International (a German engineering firm). According to the BOT contract, the concessionaire is responsible for the treatment and distribution of potable water; for sewerage collection and treatment; for rehabilitating, maintaining and improving the system, as well as building supporting infrastructure and expanding the network.
