In late 2007, the Department of Izabal awarded Aguas de Izabal SA a 25-year concession to build, rehabilitate and operate the water and sewerage utility in the municipalities of Santo Tomas de Castilla and Puerto Barrios. At that time, the utility had approximately 6,300 connections and 50% losses in at least 3,000 of those connections. Aguas de Izabal SA was a subsidiary of Grupo SEINCO [Uruguay, 100%]. Further information on tendering was not available at the time, but it is certain that Aguas de Izabal SA was operating the concession by 2008. The total investment commitments were estimated at US $6.7 million. In August 2008, the Banco Centroamericano de Integracion Economica (BCIE) loaned US $4.2 million to Aguas de Izabal SA to upgrade the system. The remaining US $2.5 million was to be funded directly by Aguas de Izabal SA. Figures converted based on the market rate, period average for 2008 published by the IMF.
