In December 1997, the Government of the state of Rio de Janeiro awarded a 25 year concession contract to a consortium comprising several construction and engineering companies to rehabilitate and operate the water and sewage services of three municipalities in the state of Rio de Janeiro. The concessionaire, Aguas de Juturnaiba, was to provide water and sewerage services to a population of 100,000 (since it is a tourist area, the population doubles during the summer) in the municipalities of Araruama, Silva Jardim and Saquarema, in the dos Lagos region. Aguas de Juturnaiba, was a special purpose vehicle (SPE –Sociedade de Proposito Especifico) formed by ERCO Engenharia, Cowan, Queiroz Galvao, Developer SA, Trana Construcoes Ltda (part of EIT –Empresa Industrial Tecnica- group) and Carioca Engenharia. The concessionaire was expected to invest US$65.2 million (72.94 million reals) during the life of the concession. Aguas de Juturnaiba is a member of grupo Aguas do Brasil, which operates three other concessions through Aguas de Niteroi, Aguas do Imperador and Aguas do Paraiba.
