Description | In January 2000 the government of Cuba awarded a 25 year concession contract to mixed company Sociedad Concesionaria para la Gestion y Fomento de los Servicios de Acueducto, Alcantarillado, Saneamiento y Drenaje Pluvial, S.A. (Aguas de la Habana) for the provision of water and sewage services in the city of Havana. In the first phase Aguas de la Habana was to operate in the west and center of Havana, covering 1.3 million people, but eventually the company would also cover the east and south of Havana, serving the entire population of 2.2 million. Aguas de la Habana was created as a mixed company by state owned Instituto Nacional de Recursos Hidr ulicos (INRH) and Spanish utility Aguas de Barcelona (Agbar). The document to create the new enterprise was signed on January 18th, 2000, by Israel Turiano, assistant manager of 'Western Havana Waters' (Aguas del Oeste de La Habana), Agbar President Ricardo Fornesa, and Agbar Director General Juan Ras. INRH held 50 percent of the mixed company, while Agbar indirectly controlled a 41 percent stake, held by its subsidiary Interagua SA. Agbar was the operator of Aguas de la Habana, thanks to a management contract signed with the mixed operator. For its management services Agbar was paid a management fee. Aguas de Habana was to take out a $25 million loan to finance immediate rehabilitation works. In 2002 it was estimated the total cost of the project would be some $600 million. At the time, network water losses for Aguas de Habana were around 50 percent. None Need confirmation of investment figures + can't find source of funding for the whole sum. |
