Description

In August 2005, the consortium Proactiva Aguas del Archipielago SA ESP obtained the concession for Aguas de San Andres SA Empresa de Servicios Publicos (ESP) for a period of 15 years. Aguas de San Andres was incorporated in October 2004 as the Departmento de San Andres, Providencia y Santa Catalina’s official company responsible for water and sewer services in the San Andres Island. San Andres Island is a 27 km2 tourist destination in the Caribbean sea. With the concession, Aguas del Archipielago acquired the responsibility of increasing sewerage coverage (number of connections), improving the continuity and reliability of the service, and to build and start operating (within 18 months) a submarine discharger of treated wastewater that meets environmental and health criteria. The Departamento de San Andres, Providencia y Santa Catalina provided Aguas de San Andres with the infrastructure for water and sewer services that it owned in San Andres Island, and the central government provided a US$8.9 million cash subsidy so that the concession could take place. The concession was awarded through a public tender carried out by the Superintendencia de Servicios Publicos Domiciliarios, based on a weighted average of the following: • An index of based on relative speed and coverage of sewer continuity and number of connections (85%) • An index based on the relative speed with which the operator committed to begin operating the submarine discharger (10%) • An index based on the relative participation of capital that came from the island (5%) In addition to Proactiva Aguas del Archipelago , the Consortium Aguas y Aguas del Caribe also presented an offer. However, Aguas y Aguas del Caribe’s offer was declared non-eligible because it did not meet the financial and technical requirements. Fabrica Nacional de Autopartes (Fanalca) SA owns 50% of Proactiva Aguas del Archipiélago directly. The remaining stake is jointly owned by FCC Group (25%) Veolia Environment (25%) through four companies in which they share ownership. These companies owned the following amount of Proactiva Aguas del Archipielago: Proactiva Colombia, SA (49.9%); Proactiva Medio Ambiente SA (0.00033%); Proactiva Dona Juana SA (0.00033%) and Proactiva Oriente, SA (0.00033%).
