Air quality is a multi-sectoral, long-term challenge in BiH that will require concerted actions by different stakeholders across the different levels of government of BiH over many years or even decades. Reducing air pollutant emissions and mitigating the negative impacts on welfare requires investment programs as well as policy and regulatory measures.The proposed project can be viewed as an incubator of air quality improvement coordination and actions in BiH, that will strengthen air quality management and monitoring and contribute to lowering air pollution through investments in sustainable heating and energy efficiency in single-family houses and low-emission transport. This first air quality project with World Bank support in this area in BiH is proposed with the following components. Component 1: Strengthening Air Quality Monitoring and Management. This component will focus on improving the operation of the air quality monitoring network in selected cantons of the FBiH and the sectoral capacity to estimate pollution levels and use collected data to improve planning of air quality management.Component 2: Scaling Up Sustainable Heating and Energy Efficiency in Residential Houses. This component will contribute to reducing emissions from heating of residentials houses by providing grants for cleaner heating solutions and energy efficiency investments. Component 3: Supporting the Transition to Low-Emission Transport. This component will pilot the transition to low-emission transport in the Sarajevo canton by developing cycling infrastructure, incl. monitoring and information systems, as well as acquiring low-emission public transport vehicles and providing technical assistance to support the transition to low-emission transport in the urban core.Component 4: Project Implementation Support. This component will finance project implementation activities, such as the cost of project management and implementation consultants, equipment, logistics, studies and capacity building.
