Baki Elektrik was planning the development of the 24 MW Samli II wind farm, near Balikesir, Bandirma, Northwestern Turkey. The project was to comprise 8 turbines of 3 MW, expanding the existing 90 MW park to 114 MW. Baki Elektrik was a subsidiary of Aksu Enerji (or Aksa energy), which in turn was 94.5% owned by Kazanci Holding A.S.. Equipment was to be supplied by Vestas. Vestas was also the equipment supplier to the original 90 MW. Vestas offered a 95% availability guarantee with the 5 year O&M contract signed with the developer.
