Albania Competitiveness Development Policy Loan

This program document describes the Competitiveness Development Policy Lending (DPL) to Albania . This operation supports the government’s strategy to enhance Albania’s competitiveness in order to achieve higher and more inclusive growth. The DPL has been developed jointly by the World Bank Group. The operation builds on an extensive technical assistance program of the advisory services team, that covers the key areas of this operation, including investment policy and promotion, trade facilitation, and the Doing Business (DB) indicator reform program. The World Bank Group will jointly monitor and support the implementation of the next phase of reforms. The DPL is complementary to the other two policy based interventions supporting Albania’s reform agenda. The reforms under the three policy-based interventions addressing fiscal, financial and business climate issues, together compose a coherent package to address critical growth and distributional issues over the medium-term.
