Description

The proposed project consists of credit lines of up to USD 15 million in aggregate to Alliance Bank, a universal commercial bank in Kazakhstan. The lines will be for on-lending to private micro and small enterprises under the Kazakhstan Small Business Programme and to medium sized companies. The project objectives are to enable AB to successfully engage in micro and SME lending throughout its branch network with the help of specialised technical assistance for training and institution building. The project transition impact includes the following key aspects: • Increased financial intermediation in favour of micro, small and medium sized enterprises which face the most difficulties in accessing long term finance, particularly those in rural areas and/or those in the agricultural sector. • Institutional building at the level of the bank, developing skills and best practices in small business lending. • Promotion of high standards of corporate governance. Alliance Bank, a dynamically developing second-tier bank in Kazakhstan, is headquartered in Almaty and has 13 branches throughout the country. As of 30 June 2005, with total assets of USD 1,671 million Alliance Bank ranked 5th in Kazakhstan by size of assets. Senior term loans of up to USD 15 million in aggregate for up to 5 years tenor. USD 15 million. Alliance Bank will be required to comply with EBRD’s Environmental Procedures for local banks, including ensuring compliance with the applicable national environmental, health, safety and labour standards and regulations, adherence with EBRD’s Environmental Exclusion and Referral Lists and submission of annual environmental reports to the Bank. AB will benefit from the KSBP III technical assistance program which is being supported by USAID and the Japanese government.
