The EBRD is considering a senior loan to Almaty Elecrotrans, a municipal tram and trolleybus company, of up to USD 10 million under a project support arrangement with the city of Almaty. The proposed loan would finance the modernisation of power substations of the electric transport network in the city and support commercialisation of the municipal tram and trolleybus company. The project will support institutional strengthening, including introduction of incentive-based service contracts and commercialisation of the company. The Public Service Contract will: (a) establish standards and a transparent structure for the provision of public transport services; and (b) allow the dompany to agree on investments and financing with the city. The transaction will promote commercialisation of the municipal transport company through improving operating efficiencies and business standards. During project development, a tariff increase was implemented while the ticketing system was outsourced. Almaty Electrotrans, a municipal tram and trolleybus company, owned by the City of Almaty.
