The proposed project would help the Department of Education (DepEd) to address critical challenges pertaining to the Alternative Learning System (ALS), including on teaching and learning conditions, facilities' infrastructure and equipment, professional development of teachers, and assessments and certifications. The first four components of the proposed project would serve this purpose, whereas the fifth component would support the enhancement of the Bureau of Alternative Education (BAE)’s capacity, relevant evaluations/studies, and the overall project management. The proposed project would benefit all regions of the country including BARMM. It comprises interventions that would benefit the entire ALS (systemic interventions supported by components 1, 3, 4 and 5), as well as targeted interventions for a significant improvement of learners’ outcomes in selected community learning centers (component 2).Component 1 - Enhancing Teaching and Learning Resources and the Delivery of ALS Programs. This component would support the improvement of the quality of ALS’s teaching and learning resources, as well as the delivery of ALS programs. Component 2 - Upgrading Community Learning Centers. This component would support the improvement of learning conditions in selected/targeted Community Learning Centers (CLCs), which would ultimately contribute to better outcomes of learners who attend ALS programs provided in these centers. Component 3 - Strengthening the Professional Development of ALS Teachers. This component would support the professional development of ALS teachers through an induction program that would include regular mentoring and coaching activities, as well as a comprehensive package of in-service training programs in a range of relevant domains.Component 4 - Improving the Quality and Administration of Accreditation and Equivalency Tests. This component would revamp ALS’s accreditation and equivalency tests, which would be also offered in electronic format, as well as through more frequent offerings of the paper and pencil modality. Component 5 - Project Management, Monitoring and Evaluation. This component would finance the management, monitoring and evaluation of the proposed project.
