The Development Objective of the proposed Program is “to build the foundations for a vibrant, green, resilient and inclusive Amaravati.” Fitting under the Government's program of investing in the priority areas of Amaravati Capital City as per the Perspective Vision 2050 and the Detailed Master Plan (2016-2036), the proposed PforR will adopt a holistic approach to consolidate fragmented infrastructure investment projects into concerted efforts that will lay the necessary foundation for achieving the long-term development vision of Amaravati as the People’s Capital with sustainability in environmental, social and economic aspects. The PforR will incentivize the government to focus more on achieving development outcomes and address multifaceted development challenges on institution, infrastructure, and inclusion, rather than focusing merely on infrastructure construction outputs. Particularly, the Program will stress on strengthening the institutional and regulatory framework to create an enabling environment for full transformation of the city for sustained development partnerships, improvements in service delivery for resilience, quality and sustainability, and enhanced social inclusion through jobs creation and participatory neighborhood development, to ensure shared benefits of the Amaravati Capital City development among all stakeholders and beneficiaries. The three results areas under the PforR are: RA1: Strengthened governance and financial framework;RA2: Inclusive economic and social growth; andRA3: Sustainable infrastructure and service deliveryCombined together, the Program will help the Government of AP provide a strategic and systematic response to greenfield city planning and development, based on international best practices and lessons learned and also set an example for other new cities in India and abroad.
