Description

Pennsylvania is experiencing a data center boom that could nearly double industrial electrical power demand in parts of the state over the next 10 years. The Pennsylvania Public Utility Commission (PUC) has issued new guidance requiring that all infrastructure upgrades needed for data centers and other large-load users be paid for by the developers of these projects, rather than by general ratepayers. This includes new substations and transmission lines that would not be needed but for the construction of data center campuses. The guidance, called a model large load tariff, was approved on April 30, 2026, and applies to new users of 50 megawatts or more. The PUC also allows data center developers to build much of the required electrical infrastructure themselves to expedite project timelines and insulate ratepayers from stranded costs.
