Description

The Amu Darya oil field in northern Afghanistan is estimated to contain 250 million barrels of oil with potential for further discovery. The China National Petroleum Corporation (CNPC) and the Watan Group originally signed a 25-year contract with the Afghan government in December 2011 to develop the oil project, but the contract was suspended in 2018. In December 2023, the Xinjiang Central Asia Petroleum and Gas Co. (CAPEIC) signed a new 25-year agreement with the Taliban regime to invest $150 million annually, with a total investment expected to reach $540 million over the first three years. The Taliban administration holds a 20 percent stake in the project, with an option to increase to 75 percent. The project was expected to create approximately 3,000 jobs. However, in July 2025, the Taliban terminated its deal with CAPEIC citing failure to fulfill commitments.
